The 16-year-old boy who crashed a stolen SUV early Sunday morning, killing a 911 dispatcher, was drunk and high on ecstasy at the time, police say.
Marquis Harrison is being held on $1 million bond. He was charged as an adult Monday with first-degree murder, as well as misdemeanor DUI and felony burglary. He also was ticketed for failing to stop at a red light and at a stop sign.
Harrison allegedly stole the SUV on Michigan Avenue from a driver who left it running to feed a parking meter.
The wreck occurred at 6:14 a.m. in Bucktown at Armitage and Hoyne avenues, according to police News Affairs Officer Laura Kubiak. The car slammed into the vehicle of Marciea Adkins, 42, a police dispatcher who was driving home from her shift.
Adkins was killed in the crash, according to the Cook County Medical Examiner's Office, and pronounced dead at Advocate Illinois Masonic a short time later.
Adkins had worked at the Chicago Office of Emergency Management and Communications since 1996, according to spokesman Roderick Drew.
"On behalf of the Chicago Office of Emergency Management and Communications, we are shocked and deeply saddened to learn of the death," OEMC Executive Gary Schenkel said in a statement. "We extend our deepest sympathy to her family. Grief counselors will be on site to assist OEMC employees."
The police Major Accident Investigation team, along with Grand Central Area detectives continue to investigate.
