Could Republicans “Defund” Obama's Immigration Order?

Republicans are furious over President Obama's executive action curbing deportations, so furious that some are calling for a measure to deny the administration funding to carry it out. But one top Republican says that plan won't work. House Appropriations Committee chairman Hal Rogers said the U.S. Citizenship and Immigration Services (USCIS), which would be the primary agency for implementing Obama's executive order, is entirely self-funded through fees, and thus immune to such actions by Congress. The only way to "defund" USCIS would be to pass a separate law, which is unlikely. Leadership sources, however, say that House Speaker John Boehner has a few other, more creative, options on the table.
