Minnesota trooper charged in crash that killed 18-year-old

On Tuesday, the Olmsted County Attorney’s Office announced that criminal charges have been filed against Minnesota State Patrol Trooper Shane Roper for his actions that caused a motor vehicle crash near Apache Mall that took the life of an Owatonna teen, Olivia Flores. KTTC’s Noah Caplan has more.
